Introduction

About STATE INSTITUTE OF SPECIAL EDUCATION & RESEARCH (SISER)

Established as Training Centre for the Teachers of the Visually handicapped (TCTVH) on 15th August, 1987as a collaborative Centre of the then National Institute for the Visually handicapped, Dehradun (At Present National Institute for Empowerment of Persons with Visual Disabilities- NIEPVD) Under the Department of Empowerment of Persons with Disabilities, Ministry of Social Justice & Empowerment, Govt. of India and the then Community Development & Rural Reconstruction (CD&RR) Department, Govt. of Odisha, (Now under the Department of Social Security and Empowerment of Persons with Disabilities- SSEPD) the centre has been upgraded by the State Government as the STATE INSTITUTE OF SPECIAL EDUCATION & RESEARCH (SISER) since 2018. The oldest and a Unique Institute of its kind in the State, SISER is engaged in preparing Special and Inclusive teachers for the State at primary level at present. Apart from Teacher Training the Institute also imparts Refresher Courses for the Teachers of the State as Continuing Rehabilitation Education (CRE). So far 619 trainees have passed out from the centre and almost more than 95% have been engaged as Special Teachers in Special Schools/Inclusive Schools/Special organisations working for PWDs in the State and outside. The Institute also acts as Resource Centre in the field of disabilities in the State. With the support of the State in the Department of Social Security & Empowerment Persons with Disabilities, a building of nearly 32,000 Sq. ft. has been constructed with all modern amenities and equipments as required for a State Institute. Two lifts at both the sides for accommodating 26 persons to move in at a time, a ramp to touch all the floors including the Auditorium with 400 sitting capacity at the top floor have also been provided in the building. All the Class rooms, Library for the Print Handicapped, Library for the Sighted, E-Library/ICT Lab, Resource Room, Extension Sales Counter of NIEPVD, Dehradun, Two Acoustic Audio Recording Studios, Two Visual Recording Studios, four Conference Halls, Music & Recreation Rooms etc. are Air Conditioned and Smart Rooms.

The Extension Sales Counter of NIEPVD, Dehradun provides Braiile Appliances produced by NIEPVD at a subsidized rate for the VI students of the State. A State level Digitalised Talking Book Production Centre &Library (State Talking Book Library- STBL) is also functioning under SISER that produces Audio-Text Books upto High School Level for the use of the Visually Challenged Students of the State. During the lock-down due to Covid-19, these books helped a lot to the VI students. Quality of production of Audio-Text books is ensured by production of such books by engaging Professionals from All India Radio, Cuttack in the STBL. To address the need of Covid Pandemic situation in the State, SISER rose up to prepare Audio-Visual recorded Specialised Teaching Materials for the use of PWDs of all categories in the State.
